Accomplishments

New Emergency Communications Centers: In Fiscal Year 2025, Denco supported the launch of larger, improved emergency communications centers in Lewisville and Roanoke. These 9-1-1 centers, each included as a component of new city public safety buildings, required substantial network support, physical equipment and technical staff resources from Denco. Lewisville and Roanoke 9-1-1 staff were well-prepared for a smooth and efficient transition to their new centers.

9-1-1 Network Operability and Reliability: Through a comprehensive ECC equipment refresh, Denco continued its emphasis on providing a state-of-the-art 9-1-1 system. Denco staff coordinated with key vendors to replace all dispatch workstation computers in the nine ECCs across the district. The project included significant technology upgrades to key background equipment, including improvements to 9-1-1 call and text routing, helping to ensure network consistency for dispatchers and citizens.

Public Education: Denco’s public education reach significantly increased in Fiscal Year 2025. Staff attended and hosted a total of 56 engagements, up from 29 in 2024, while filling dozens of educational support requests from partner agencies and community organizations. Enhancements to Denco’s social media programming resulted in measurable increases in views, interactions and followers, helping public education messaging reach a wider audience. Denco’s official agency video was refreshed to include recent accomplishments and input from elected officials, public safety command staff and citizens throughout the district. Altogether, Denco reached tens of thousands of citizens with 9-1-1 education on best practices and enhanced features.

Telecommunicator Training and Testing: The telecommunicator training program continued an upward trajectory, holding more training courses and hosting more contact hours than in Fiscal Year 2024. The program exceeded 20,500 training hours across 126 courses, including several new offerings for 9-1-1 professionals. Over 100 students successfully completed Denco’s Basic Telecommunicator course and passed the state licensing exam, receiving their 9-1-1 telecommunicator license. The Denco Board of Managers expanded the Dr. Allen Groff Memorial Scholarship for 2025, awarding educational scholarships to six district telecommunicators for the annual NAVIGATOR Emergency Medical Dispatch conference.

 

GIS Overview: Denco made industry-leading progress toward implementing Z-Axis location data. Z-Axis data, often referred to as “vertical” location, is a recent technology advancement that allows dispatchers to estimate a 9-1-1 caller’s floor level within a building. Staff continue to coordinate testing with carriers and mapping providers, positioning Denco to become one of the first 9-1-1 agencies in the country to implement functional vertical location data for 9-1-1 calls. Addressing significant growth across the district, staff worked with local government GIS personnel to ensure 9-1-1 mapping maintains its near-100% accuracy.

PulsePoint AED: The PulsePoint AED database, which allows 9-1-1 dispatchers to look up a defibrillator’s location during a cardiac emergency 9-1-1 call, grew to nearly 1,000 entries by the end of Fiscal Year 2025. Multiple Denton County school districts and municipality properties reached full registration as Denco coordinated with public safety officials to add AEDs. The database also saw increased engagement from the private sector, including many businesses, due to successful PulsePoint AED outreach.

Public Safety Partnerships: 9-1-1 partnerships in the public and private sectors saw significant growth in Fiscal Year 2025. A district-wide telecommunicator meeting group was launched to gather feedback and implement improvements for all aspects of the 9-1-1 service. Denco attended 10 back-to-school events with area school districts and distributed a targeted safety message to over 50,000 elementary students. Outreach engagement increased for municipalities, libraries and chambers of commerce throughout the district. Denco staff partnered with 9-1-1 ECC staff to jointly attend several events, leading to more effective interactions with thousands of citizens. During the summer of 2025, Denco collaborated with the Denton County Office of Emergency Management to host an emergency readiness K-12 art contest, using winning artwork to produce the 2026 Emergency Preparedness Calendar.

Industry Leadership: Denco maintained its strong presence as a 9-1-1 industry leader in Texas and across the country. Staff presented multiple sessions at 9-1-1 conferences, sharing insights on industry best practices and new developments. Denco successfully launched the quarterly Leadership Luncheon series, bringing local 9-1-1 leaders together for sessions on effective public sector agency operations. Guest speakers included Lewisville ISD Superintendent Dr. Lori Rapp, Southwest Regional Communications Center Manager Tamara Bell and statewide 9-1-1 trainer Shantelle Oliver.
